Billy Dwyer serves as Senior Manager of Government Relations for Kroger Health, where he leads the company’s federal lobbying efforts on healthcare policy. Billy works to advance legislative and regulatory priorities that support Kroger’s ability to deliver essential healthcare to the communities it serves. Prior to joining The Kroger Co., Billy spent 7.5 years working for his hometown Member of Congress, Rep. Robin Kelly. In that role, Billy led many of the Congresswoman’s legislative priorities, including key issues within the House Energy and Commerce Committee. Billy was inspired to pursue a career in social work and advocacy following the loss of his sister, Melissa, to suicide in 2013. Melissa struggled with Chronic Migraine and health complications stemming from her diagnosis, which has been impactful in his understanding of how headache disorders show up in the lives of patients, caregivers, and their family members. Billy holds a Master of Social Work (MSW) from the University of Illinois at Urbana-Champaign, bringing a people-centered lens to his advocacy.
